1st step: TC approves Committee Draft and votes for Public Review.

  1. Editor(s) revise document(s) to indicate status (Public Review Draft) and date (date motion passed in TC)
  2. Chair sends request to TCAdmin to launch public review. Included in email should be a link to the document(s)/zip archive as well as a link to meeting minutes in which decision was noted. -- This starts the clock ticking --

  3. TCAdmin to review submission and either launch or reject within 5 business days
  4. 60-day Public Review announced

2nd step: upon completion of public review

  1. TC reviews any/all comments and prepares disposition log
  2. Editors make any approved changes to the document(s)
  3. revised draft is approved by TC as CD
  4. TC determines if changes are substantive; if yes, another public review is required (minimum of 15 days). Go back to step 1b above.
  5. TC passes motion to request TCAdmin to run a CS ballot (and possibly simultaneously to run a ballot to submit for OS vote). Included in the email should be a link to the document(s)/zip archive as well as a link to meeting minutes in which decision was noted.
  6. Chair sends request to TCAdmin to launch ballot(s).
  7. TCAdmin has 5 business days to start ballots
  8. TCAdmin notifies TC of results
  9. Editor(s) revise document(s) to indicate status (Committee Specification) and date ballot passed.

3rd step: OS submission

  1. If ballot not already run, chair requests TCAdmin to launch ballot for OS Submission. Included in the email should be a link to the document(s)/zip archive as well as a link to meeting minutes.
  2. Chair solicits assertions from a minimum of three OASIS organizational members indicating that they are successfully using the submitted spec.
  3. TC certifies that all schemas, xml instances, etc. are valid/well-formed
  4. Chair prepares submission request (as outlined in TCProcess) and forwards copy to TCAdmin *prior* to 15th of month for completeness check
  5. TCAdmin receives request and performs quick check to make sure links work, all document flavors included, title/cover page/footers/etc accurate. Official submission is then reviewed from 15th to end-of-month at which point TC is notified of acceptance or rejection of submission.
  6. 1st - familiarization notice is sent to members
  7. 16th - ballot launched; notifications sent to members and primary reps
  8. last day of month - ballot closes
  9. 1st day of month - results announced.
