Introduction to TC Guidelines
This document provides guidelines for the creation and operation of OASIS Technical Committees (TCs). The audience for this document is TC chairs, potential TC leaders, proposers of new TCs, and other members of OASIS and the general public who may be interested in the OASIS TC Process. Specific topics may be found in the GuidelinesIndex.
These TC Guidelines document are non-normative: they are explanations and suggestions, but NOT the official rules governing OASIS TCs. All of the normative official rules are indexed at our official Policies and Procedures page, and include:
The OASIS IPR Transition Policy, and
The OASIS Liaison Policy.

The OASIS Document Templates, and
TC leaders should become familiar with the above rules and procedures. The OASIS TC Process explicitly defines such things as how a TC is formed, TC membership requirements, how a Committee Draft becomes an OASIS Standard, etc.. The TC Process intentionally allows each TC to determine many operational issues, but for consistency, as well as for less-experienced chairs, some guidelines are appropriate. This document attempts to fill that need.
