Chet - OASIS: Patrick: not sure what we can say for STIX and TAXII given that the TC has stated intent not to do in-depth conformance clauses for this release. So not worth our time to go deep.

Chet - OASIS: Patrick: in terms of working with a TC - some standards could be implemented by non-mbrs - some are only likely to only be done by members
Chet - OASIS: P: in terms of org'ing for a specific TC, the approach might be "how many of your members are willing to commit so we know we won't lose money?"
Chet - OASIS: P: get reservations ahead of time.
Chet - OASIS: Jacques: it may take awhile to ramp up the service. standards vary widely in how much interest there will be in certification. ebXML is an example of this - demonstrations of interoperability was important to products. For TOSCA, the TC has a lot of momentum, also facing competition from proprietary solutions, they'll have motivation.
Chet - OASIS: J: once there has been the ramp-up and get success stories, other TCs will pay more attention. Should expect an incubation period with not much revenue.
Chet - OASIS: A: it isn't only the web site - also have to produce the documents - agreements, forms, faqs, etc.

Chet - OASIS: P: for example - section 4.2.4 - gives specific guidelines on what needs to be in place for an audit - e.g. 5.3 Quality Policy

Top management shall ensure that the quality policy
a) is appropriate to the purpose of the organization,
b) includes a commitment to comply with requirements and continually improve the effectiveness of the quality management system,
c) provides a framework for establishing and reviewing quality objectives,
d) is communicated and understood within the organization, and
e) is reviewed for continuing suitability.

Chet - OASIS: P: problem with TGF is that it never defined things
Chet - OASIS: P: so without definitions you couldn't audit to see if people had done the things
Chet - OASIS: P: you could treat 9001 as an example of how something like this can be done. by analogy we could look at this and derive examples or principles that would be generally applicable to OASIS work
Chet - OASIS: P: in other words, did the standard provide the sufficient information for someone to be able to say whether or not an entity has complied with the standard
Chet - OASIS: J: before conformance, there has to be a way to assess whether or not the implementation is doing the right thing - there has to be some verifiability - there has to be a way to say whether or not a Normative statement has been satisfied.

Chet - OASIS: J: perhaps we are introducing some different language to describe this
